TeamVanilla PedRandomizer does for pedestrians what VehicleRandomizer does for traffic: every pedestrian group in every level gets the whole roster, so anyone on it can be walking anywhere.
How it does it
When the game reads a level's scripts, PedRandomizer hands it a copy with lines added: every roster character joins every pedestrian group, and its model is loaded ahead of time so it is ready when it is needed. Lines already in a group are left alone. The files on disk are only ever read.
The roster
19 pedestrians, each found in the pedestrian groups of at least four of the game's seven levels: boy1, boy2, boy4, bum, busm2, busw1, fem1 to fem4, girl1, girl2, girl4, hooker, male2, male3, male5, male6 and sail3. Like VehicleRandomizer's, the roster is built into the mod, so a config file can't change it.
